Golding means that the masks the boys wear are one of the main factors for allowing savagery to develop. This quote is describing what Ralph's group is thinking. They are afraid of the other boys and how savage they have become when they put on the paint and discover their primitive side. Once the boys have paint on them, they are free to act in whatever way they want without being unsecure. This is like in society when people act differently if their true feelings are hiding behind a mask.

Golding coud be referencing back to their old lives where they have either seen someone wear a mask or wore a mask themselves to connceal what they are feeling underneath, or it could be referencing the cirlce of boys killing Simon who were hidden behind the mask of darkness.

I think that Golding means that the paint hides the civilised identity of the boys, freeing their inner savages.

That is a very good point that they could be thinking about their home life. There could have been many of those boys who had needed to wear a mask even before coming to the island.

Golding is talking about what Ralph and the boys who are on his side are thinking. They understand that when Jack and his hunters put on their face paint that they feel free to act however they want, since their true faces are concealed they feel like there are no consequences for acting savage.
