The naigbourhood that Scout lives in is small and they can bump into anyone at any time. They might have also lived there for a while and so they know each other well. In a small town rumours spread quickly.

There is not much privacy in their neighbourhood so people get a bit nosey with one another, causing rumors to spread easily as well as disagreements.

It shows that the town is very small and everybody knows everybody. It also shows that they've been living there, most likely for their whole lives, so they've had time to develop their relationships.
