When the children plan to send a letter to the person who leaves the gifts, they are prevented. How does this happen? Who does it, and why might he do so?

They are prevented from sending the letter as, when they went to place it in the hole, they could see Mr Nathan Radley filling it up with cement. Boo's brother most likely did this to stop the communication between them as he didn't want it to turn into something major and have another false accusation against his brother's name.

The tree was filled up with cement by Mr. Nathan Radley. Its Because he's there that's why they can't leave the note.

They could not send a letter as the tree had been filled up with cement by Mr. Nathan Radley. I believe this had happened because Nathan doesn't want anything to happen to Boo

the plan of giving the letter to the giver of gifts in the tree is not convenient anymore because as they went to put it in they saw a man blocking the hole of the tree with cement so that no one could take anything from there anymore.
