Uncle Jack Finch tells Scout that she is growing out of her pants. What does this mean and why might he say it?

This means that Scout is no longer the little girl she once was and that she is now becoming a lady. He may say this so Scout can realise that she does need to act more lady like and become conscious of what she does.
