What request does Mrs. Dubose make of Jem? Is this a fair punishment for his “crime”? Why/why not?

miss dubose punishes jem by making jem take care of her camellias and read to her for an "hour" everyday, I don't think the punishment was fair because miss dubose didn't apologise for calling atticus a nigger-lover

Jem furiously cuts all the tops off every camellia bush that Ms Dubose owns in spite of her rude comment about Atticus. As punishment she asked Jem to work on her camellias every Saturday to make them grow back. She also wants him to read out loud to her for two hours for a whole month. This is a very unfair punishment since it was her comment, "lawed for niggers and trash" about his father that made Jem do the crime.
