She is wrong because she just listened to the towns perception as he was far from evil and actually treated everyone equally like he should have.

He is called 'evil' as he prefers to spend his time over with the African Americans rather than his white community. Scout doesn't know this as she persuaded by the white people around her. |

This is rumoured because he spends a lot of his time with the coloured people of the community. |

Scout was wrong. It was the town's perception that Raymond must have been evil because he preferred the negros over his own race. Scout was just listening to other people's opinions and letting them influence her.
