Jem ignores all the childhood rumours that he has heard regarding the Radley's, in particular Boo Radley and thinks more about his situation, deciding that maybe he stays inside "because he want to stay inside". This may be due to the way the community views him and the prejudice within the community. This shows Jem in maturing more and growing up.

He begins to assume that for all this time, Boo has stayed shut up inside the house "because he wants to stay inside." This is because boo doesn't want to face the community which is nasty to each other and can't get along, even if they should be equals. I think this shows how Jem is beginning to grow up more, and gather more of an understanding of what is happening around him in the 'adult world'.

This could suggest that Boo is sick of the ill treatment and injustice going on in Maycomb, to the point that he wants no part in it. It is quite sad that one person, Boo Radley in this case, disagrees with the society's morals to the extent of not ever going outside as he doesn't want to be a part of it.

He assumes that Boo wants to stay inside all the time as he knows what people are like outside. It suggests that Boo is a good person and doesn't want to get involved in the cruel behaviour that goes on in Maycomb.
