It isn't exactly an idiom as it's not a heavily used phrase. It could be a metaphor, as the dead cannot literally bury the dead, but I feel it might be something deeper than that.

I can see it as a metaphor like you said because the negroes aren't treated in any special manner and are like the walking dead.

"let the dead bury the dead" is an idiom which basically means to forget past conflicts you have had and move forward. I agree, instead of mulling over the past, you should leave it be to resolve itself.
